The driest July on record

Drought has been declared across more than half of England and all of Wales, and July is set to be the driest on record for England and Wales [1][2]. More than 20 million people are under hosepipe bans [4]. The National Farmers’ Union warns some foods could run short [4].

The damage on the ground is plain. Wheat and oat yields are “very, very poor,” and livestock farmers are dipping into winter feed because the grass will not grow [4]. Wheat crops are half their normal height, and England is seeing its earliest-ever harvest as farmers salvage what they can [5]. This is the third drought in five years - farming groups call it the new normal [5].

The prices already moved

The shift has reached the wholesale market. Tomatoes are up more than 60%, iceberg lettuce up 90%, and potatoes up more than 40% [3]. Broccoli yields have halved; one Cornwall grower says they are combining two heads to hit the pack weight [3]. So Britain is buying lettuce and broccoli from Spain and Holland at the height of its own growing season [3]. The British Retail Consortium warns the strain travels down the whole supply chain and can push shop prices up [12].

A wholesale price is what a shop or restaurant pays the grower, before it reaches the shelf. A jump there is the shelf price arriving a few weeks early [3].

The backstop is baking too

The reason this bites harder than a normal bad year: the usual fix is imports, and this year the exporters are hit as well. Across Europe, extreme heat, drought and wildfires are cutting production [7]. France’s vegetable-growers body, Legumes de France, reports thousands of tonnes lost, worth tens of millions of euros, with some crops halved [7]. Olive oil, already dear, is expected to rise again, and Champagne is facing its earliest harvest ever, around 15 August [7]. Europe’s rivers are shrinking, curbing the barge traffic that moves grain and goods [13].

One Norfolk onion grower is 35% down on last year; his family’s rainfall records show two-thirds the usual rain over the last six years [6]. Even farms with their own reservoirs and irrigation say water is running low [8]. One Devon organic grower says staff will soon have to choose which plants to water and which to let die [9].

Livestock and the slow fixes

The heat reaches animals too. It has cut milk production by up to 20%, and dairy farms are spending thousands on “cow showers” and fans [8]. One Wiltshire farm put 15,000 pounds into a ventilation system [8].

Some fixes are longer-term. University of Lincoln researchers are training soil microbes to tolerate saltier ground, so crops keep growing as land turns salty [11]. Some growers are switching crops entirely - onions out, grapes in - to suit a hotter, drier climate [6]. And 90% of Britain’s blackcurrant harvest, most of it destined for Ribena, has struggled through heat and hail this year [10].

For a shopper, salad, brassicas, potatoes and olive oil are where the pressure shows first [3][7]. Imports will cap some of it - but only where the exporter had a better year, and this year much of Europe did not [3][7].

The odd shape of this shortage

Here is the strange part of Britain’s vegetable crunch. At the peak of its own growing season, the country is buying lettuce and broccoli from Spain and Holland. The obvious fix for a failed home harvest is to import. So why does this feel worse than a normal bad year?

Because the place you import from is having the same summer you are. Spain, France, Britain: one heat, one continent, one bad year, all at once.

How the system usually swallows a bad year

A modern food system is built to absorb bad luck. Not by preventing it, but by spreading it so thin that no single failure ever reaches your plate.

Think of how many separate rolls of the dice sit between a seed and dinner. Thousands of farms. Dozens of crops. Many countries, each with its own weather and its own harvest calendar. If one farm floods, another is dry. If British tomatoes fail, Spanish ones fill the gap. The shock lands somewhere, but it gets divided into pieces too small to notice.

That is the same idea as not putting your eggs in one basket. Spread the bets, and a bad year for any one bet barely dents the whole.

The condition the whole design rests on

There is a hidden assumption underneath all that spreading, and almost no one states it out loud. The assumption is that the failures are independent - that they happen one at a time, for their own separate reasons.

Independent bad luck is what spreading is for. A hailstorm over Kent, a pest in one field, a flooded farm in Norfolk: each hits a small slice, and the other slices carry the load. Divide the risk across enough separate baskets and a disaster year becomes a mildly short one.

What a heatwave does that a hailstorm does not

A continental heatwave is not independent bad luck. It is one event that decides the harvest for every field at the same time.

Watch how it defeats each layer of spreading. Many farms? Every farm in the region loses water together. On-farm reservoirs and irrigation, the private buffer a careful grower built? They run low together, because the same sky is drying all of them. Many countries? The neighbour you meant to import from is standing in the same heat. The baskets did not fail one at a time. The weather tipped all of them over at once.

When failures move together, spreading stops working. You are back to one big basket, however many small ones you drew on paper.

You are standing in the same weather

This is not a farmers’ problem that stops at the farm gate. The price on the shelf - iceberg lettuce up 90%, tomatoes up more than 60% - is the correlated shock arriving at the till. Everyone pays at once, because everyone’s supply failed at once. There was no unaffected corner of the system to quietly cover the gap.

That is the tell of a shock that moves together: it does not spare the people far from the field. It reaches all of them on the same week.

Why no one can simply insure it away

Now the arrangement underneath. You might ask why farmers do not just insure against drought, or why the market does not smooth it out. The answer is the same mechanism, seen from the money side.

Insurance works by pooling many people whose bad years fall in different years - the unlucky are paid by the lucky. But a drought makes everyone unlucky in the same year. There is no lucky pool left to pay the claims. So private cover for weather stays thin and dear, and governments end up as the backstop of last resort. That is not a villain choosing to fail you. It is the shape of a risk that refuses to be divided.

What the whole looks like from here

The farmers have a phrase for it: the new normal. Third drought in five years. The trouble is that the whole clever system - the spreading, the imports, the insurance - was sized for the old odds. Back then the big shocks were rare and mostly local.

The humbling part is how little any single seat can do about it. A grower can dig a reservoir, switch onions for grapes, train the soil to take salt. And still lose the year to a sky that dried out every reservoir at once. The shopper, the farmer, the importer, the country next door: all of them thought they were spread across many baskets. All of them turned out to be standing under the same weather. Seeing that does not make the next drought easier. It just makes it harder to believe anyone is safely outside it.
