A country's emissions are not one number but a product of four - grow rich enough and you can outrun your own efficiency.

The number that hides a choice
China’s new climate plan repeats a promise it has made before: cut carbon intensity more than 65% from where it stood in 2005. Carbon intensity is emissions per unit of economic output. Cut it by two-thirds and it sounds like the emissions problem is nearly solved.
It isn’t. That target could be hit while China’s total emissions keep climbing. To see why, you have to stop treating emissions as a single dial you turn down, and start seeing the machine underneath it.
Emissions are a product, not a number
There is a simple piece of arithmetic climate economists use to break emissions apart. It says a country’s carbon output is four things multiplied together.
How many people there are. How much each person produces - their share of the economy. How much energy it takes to make each unit of that output. And how much carbon comes out of each unit of energy.
Population, times wealth per person, times energy per unit of output, times carbon per unit of energy. Multiply the four and you get total emissions. Nothing else is in the equation.
The power of writing it this way is that it turns one vague goal into four separate dials. And the four do not move together.
Two dials climb as you succeed
The first two dials rise as a country develops, and no one wants to stop them. Population grows, or at least holds. And wealth per person is the entire point of development - more income, more homes with power, more travel, more things made.
A government that promised to cut emissions by shrinking either of those would not be making a climate policy. It would be making a poverty policy. So those two dials are, in practice, pushing up.
That leaves the other two to do all the work. Energy per unit of output - how efficiently you run - and carbon per unit of energy - how clean your power is. These are the dials policy actually pulls. Insulate buildings and electrify factories, and you need less energy per dollar. Swap coal for solar and wind, and each unit of energy carries less carbon.
Every clean-energy number in the news is one of those two dials moving. China’s 3.5 terawatts of renewables, its battery build-out, the world crossing its third terawatt of solar, Utah running mostly on the sun. All of it is the bottom two dials falling.
Why the product is what matters
Here is the trap. Because emissions are a product, a win on one dial can be swallowed whole by growth on another.
Say a country cuts the carbon in each unit of its economy by 65% - China’s exact target. The dial drops to about a third of what it was. But suppose its economy triples over the same decades, which is roughly what a fast-developing economy does. A third times three is about one. Total emissions barely move.
That is not a failure of effort. It is the arithmetic. This is why “cut intensity 65%” and “peak emissions before 2030” are two very different promises. The first can be true while emissions rise. The second is the real one - it means the falling dials have finally, actually outrun the rising ones, and the product itself turns down.
You are one of the dials
The same machine runs in your own life, at a smaller scale. Your household emissions are how much you consume, times how efficiently you use energy, times how clean that energy is. Fit a heat pump and your efficiency dial drops. Move to a grid running on wind and your carbon dial drops. But buy a bigger house and run more devices, and the consumption dial climbs to meet them.
It is why a person can do everything “green” and still see their footprint hold steady - the wealth dial quietly ate the efficiency gains. And it is why the honest question is never “did this one thing help.” It is “did the product fall.”
What a single dial cannot tell you
The reason intensity targets are so common is partly that they flatter growth. A country can hit one and still emit more, and both facts stay true at once. That is not dishonesty; it is what happens when you report on one dial of a four-dial machine.
The whole picture only shows up in the product. The only target that guarantees the product falls is an absolute one: fewer tons, full stop, whatever the economy does. Everything short of that is a bet that the two dials you can move will keep beating the two you can’t. Watching any single number, you cannot see whether that bet is being won. You have to watch all four turn at once, and none of us sits where we can see the whole machine.
